Winter utility bills in one New Mexico city have risen so high that it resulted in the city offices in Deming being locked down for security purposes following telephone threats.

The city offices in the city of 6,000 received threats over high utility bills prompting the lockdown on Wednesday reported the Albuquerque Journal.
