States sue over rail transportation of liquefied natural gas

Environmental groups filed a complaint Tuesday asking a federal court to block a proposed Trump administration rule that would allow companies to transport liquefied natural gas in rail cars.

As POLITICO reported the Pipeline and Hazardous Material Safety Administration recently finalized a rule to expand the type of containers that can transport LNG to include those that fit on tanker rail cars, which can hold three times the volume of the type currently used to transport the fuel by truck.

The green groups say transporting LNG by rail increases the risk of a major explosion if the tanker car is pierced in an accident, and they contend that the rule, which goes into effect later this month, runs afoul of the Administrative Procedure Act and the National Environmental Policy Act.

Joining in: Attorneys general from 14 states and D.C. filed their own challenge Tuesday. The ‘suers’ were  Maryland, New York, California, Delaware, District of Columbia, Illinois, Massachusetts, Michigan, Minnesota, New Jersey, Oregon, Pennsylvania, Rhode Island, Vermont and Washington.
