Months after filing an application for a 15% rate hike for its customers, Public Service Company finally gets it chances to make arguments in front of Oklahoma Corporation Commissioners.
Regulators will hold what will likely be a lengthy hearing Tuesday afternoon on the rate application formally known as Case No. PUD2025-000064, a proposed $1.255 billion addition of new power resources.
“This request reflects investments already in place and ensures PSO can meet Oklahoma’s growing energy needs through grid upgrades, advanced technologies, and smart tools that reduce outages, speed restoration, and provide accurate billing and real-time alerts,” stated PSO in announcing the request that was filed in early January.
“As part of the review, PSO is proposing new special terms and conditions for new large customers to ensure they pay full costs to connect to the grid as Oklahoma attracts major investment and economic growth. These new terms prevent cost shifting and maintain grid reliability, while enabling PSO to serve new large loads responsibly and sustainably.”
The Tulsa-based utility stated that if the request is approved, the average residential customer using 1,100 kWh per month would experience an increase of about $25, or 15%, by July 2026.
PSO claimed that due to load growth in its service territory, the additional capacity as well as energy from its recently acquired Green Country power plant did not negate the need for PSO to procedure additional capacity “to meet all normal demands for service and provide a reasonable reserve for emergencies,” as required by the Commission.
“Without acquiring additional SPP accredited capacity
resources, PSO’s summer capacity position will be deficient 10 MW in 2027, 470 MW in 2028, and 1,766 MW in 2029,” claimed PSO.
But there is opposition to what PSO is seeking, including from the Public Utilities Division of the Corporation Commission. Testifying for the PUD, Frank Mossberg stated, “To include the significant load from LOAs in the load forecast creates a risk for ratepayers to pay for generation that is not needed.”
He also said PSO’s request for two new natural gas generators at what is known as its Northeast 5&6 Project “is not needed and should therefore be rejected.”
Mossburg testified what PSO’s capacity procurement is exclusively for large load customers. “PSO’s proposed path forward requires residential ratepayers to pay for resource additions to serve these well-capitalized customers.”
The organization Oklahoma Sustainability Network stated it supported PSO’s proposed clean energy resources such as wind and battery energy storage projects to increase grid relialbility.
