DOJ says Iowa Governor’s ROFR plan would raise costs

Iowa Gov. Kim Reynolds’ energy plan, which would give in-state utilities first rights to build transmission projects has run head-on into opposition from the Justice Department.

The DOJ says Reynolds ROFR proposal would stifle competition, the very claim that has been made by opponents of ROFR bills in the Oklahoma legislature. The federal government also said the governor’s plan would also result in higher costs for consumers.

The governor recently received a six-page letter from Assistant U.S. Attorney General Abigail Slater who responded to queries from two Republican legislators.
