DEQ to consider water rulemaking changes

Permanent rulemaking proposals will get the attention of the January meeting of the Oklahoma Department of Environmental Quality’s Water Quality Management Advisory Council.

DEQ will be proposing permanent rulemaking for the following Chapters:

  • CHAPTER 606 – OKLAHOMA POLLUTANT DISCHARGE ELIMINATION SYSTEM (OPDES) STANDARDS
  • CHAPTER 611 – GENERAL WATER QUALITY
  • CHAPTER 628 – INDIRECT POTABLE REUSE FOR SURFACE WATER AUGMENTATION
  • CHAPTER 690 – WATER QUALITY STANDARDS IMPLEMENTATION
  • CHAPTER 730 – OKLAHOMA’S WATER QUALITY STANDARDS
  • CHAPTER 740 – IMPLEMENTATION OF OKLAHOMA’S WATER QUALITY STANDARDS

The meeting will be held Tuesday, January 9 at 2 p.m. in the Multipurpose room at DEQ Headquarters, 707 N. Robinson in Oklahoma City.

DEQ will also be proposing permanent rulemaking for the following Chapters.

  • CHAPTER 641 – INDIVIDUAL AND SMALL PUBLIC ON-SITE SEWAGE TREATMENT SYSTEMS
  • CHAPTER 645 – SEPTAGE PUMPERS AND TRANSPORTERS

For these Chapters, Notice of proposed PERMANENT rulemaking was filed with the Office of Administrative Rules (OAR) and the Notice of Rulemaking Intent (NRI) for these Chapters was published in the Oklahoma Register on December 1, 2023.  As noted in the published NRI’s, DEQ will be accepting written comments from December 1, 2023, through January 1, 2024.

This meeting will also involve discussion of rulemaking for the following Chapters:

  • CHAPTER 301 – LABORATORY ACCREDITATION
  • CHAPTER 302 – FIELD LABORATORY ACCREDITATION
  • CHAPTER 307 – TNI LABORATORY ACCREDITATION

If the WQMAC votes to recommend the Permanent  rules to the Environmental Quality Board (EQB), they will be considered by the Board at the February 13, 2024, EQB meeting.
