Iowa Governor stands by her ROFR support

Chastized by the Department of Energy for including a Right of First Refusal in an energy bill, Iowa Gov. Kim Reynolds recently responded with a defense of the ROFR inclusion.

It’s what she wrote in a two-page letter to the DOJ which had warned her of its concerns her proposed state energy policy legislation including the right of first refusal. The DOJ said the ROFR inclusion would not only lead to higher rates for consumers but would stop competition.

Defending the ROFR, the governor said what she had proposed was similar to a Minnesota law that had been upheld by a federal appeals court that covers Iowa.
