Competitive bidding requirements were waived by Oklahoma leaders in order to attract electric vehicle startup Canoo to locate its manufacturing plant near Pryor.
The Frontier reported the waiver came as the state awarded Canoo a statewide contract to buy nearly 1,000 vehicles.
