A rule that allows New Mexico landowners to restrict access to water that flowed through private property has been declared unconstitutional by the New Mexico Supreme Court.
The Albuquerque Journal reports it is considered a defeat for landowners who saw the State Game Commission rule as a means of protecting private property rights.
