OCC to Review OG&E Battery Storage Project in Busy Meeting Day
Monday will be a busy day for Oklahoma Corporation Commissioners as they hold two meetings, a special morning meeting and a regular meeting in the afternoon.
Special Meeting Focuses on Energy Expansion Project
The special meeting at 10 a.m. will focus on part of the energy expansion projects proposed late last year by Oklahoma Gas and Electric Company (OG&E).
The specific project to be subject of a hearing on the merits before an Administrative Law Judge is a proposed BESS (Battery Energy Storage System) near Ponca City in Kay County.
Frontier Energy Storage Project Details
Frontier Energy Storage is seeking authority for the 345-kilovolt above-ground electric interconnection line that would be about 800 feet in length.
The project is to be built on leased private land and Frontier plans no use of eminent domain to acquire the site.
In testimony offered to the Corporation Commission, Graham Furlong, an officer with Frontier stated that “costs associated with the development, construction and operation of the facility will be borne by the transmission developer.”
Timeline and Development Plans
The firm hopes to begin construction in the third quarter of this year with an “anticipated mechanical completion of Q3 2027.”
An affiliate company, Deriva Energy, is the leading developer and already owns and operates nearly 90 wind, solar, and energy storage facilities throughout the country.
Part of OG&E Long-Term Capacity Plan
The project is part of OG&E’s 2024 Integrated Resource Plan, which includes additional capacity beginning in 2028 of 1,096 MWs, growing to 1,215 MWs in 2030, and eventually reaching 2,592 MWs by 2034.
Additional Projects Under Consideration
The utility also sought approval of three other major projects, including:
- New natural gas generators at its Horseshoe Lake power plant in eastern Oklahoma County
- The Black Kettle Capacity Purchase Agreement, another battery storage project near Enid
- A Capacity Purchase Agreement with the Kiamichi Energy facility in Pittsburg County

Commissioners will return for a 1:30 p.m. regular meeting, and Commission Chair Kim David will attend remotely from the Tulsa Field Office for the Oil and Gas Conservation Division.
