Oklahoma Corporation Commission terminates another top-level officer

The house-cleaning by the Oklahoma Corporation Commission swept another employee out the door this week, just less than a week after the commissioners fired Director of Administration Brandy Wreath.

On Monday, Trey Davis, Chief of Communications and Operations Officer, was also terminated from his position at the commission. No formal announcement was made and one unofficial report indicated Davis came to work and found his personal office items in a box. He was told his services were no longer needed.

No spokesman for the commission was available late Monday to offer an explanation for the ouster of Davis. However, it is known he was a close-working associate with Wreath who was terminated last week with no public explanation by the three commissioners.

The termination of Davis came two weeks after he made a lengthy Facebook posting praising the Corporation Commission and its employees for being ranked in The Oklahoman’s 2025 Top Work Places in Oklahoma.

“I am blessed to be able to work in a place that is employee-centered and values work/life balance. The Oklahoma Corporation Commission has a diverse workforce with exceptionally talented individuals who, as a team, strive daily to appropriately regulate about 80 percent of Oklahoma’s business community. At its core, the OCC is dedicated to protecting our residents, property owners, waterways, and wildlife while ensuring the safe and responsible operation of those industries that are the lifeblood of our state’s economy. Over the past three years, OCC leadership has implemented the vision of Director of Administration Brandy Wreath to positively transform the agency’s workplace culture by requiring robust discussion and input at every level to establish efficient and effective solutions to carrying out OCC’s mission. Progress was initially slow as the old guard resisted any productive change to leverage the skills, education and experience of the agency’s workforce. This past August, all employees were given the opportunity to participate in an independent third-party survey on the agency, its leadership, management at all levels, and a number of other factors. Last week, The Oklahoman formally announced its 2025 Top Work Places in Oklahoma and our employee’s responses propelled OCC onto the list. I’m very proud of the people with whom I have the pleasure to call coworkers. We are 568 souls who don’t all think alike, who don’t always agree, and who hail from vastly different cultures and customs. By celebrating and embracing what everyone brings to the table, we have become a more cohesive team of public servants who love our state, its people and its traditions. Like our nation, since its founding, OCC is a melting pot seeking to improve the lives of Oklahomans. Transparency is demanded. If we get it wrong, we own it and set it right. We impact the lives of every Oklahoman every single day and we welcome the ability to shoulder that responsibility together.”
It is unknown whether the social media posting might have resulted in his termination, although he made no negative comments about employment at the agency.
Before joining the Corporation Commission in 2024, Davis spent several years with the State Auditor and Inspector’s Office. A 2008 Annual Report by the Auditor’s Office identified Davis as being in charge of Continuing Professional Education, stating, “Trey is the Continuing Professional Education Director for
the office. Mr. Davis just joined the team and is bringing a strong
background in communications and public administration. He
is a former radio news reporter and served nine years in state
government as Communications Director, Deputy Commissioner
and Chief of Staff.”
He was named Communications Director in 2025 to replace Matt Skinner who retired from the agency.
Just a week ago, Brandy Wreath was dismissed from his position at the Corporation Commission following a more than 3-hour long executive session by Commissioners Kim David, Brian Bingman and Todd Hiett.
The commissioners did not offer an explanation at the time and have not issued any statements regarding the dismissal.
