PR firm to guide federal strategy for Muskogee lithium plant

As construction planning advances for its lithium development facility in Muskogee, Stardust Power Inc. has hired a Washington, D.C.-based public policy and government relations firm to support its federal engagement, funding strategy, and critical-minerals initiatives.

The Connecticut-headquartered company announced it has retained 38 North Solutions, LLC, a strategic advisory firm specializing in critical minerals, energy policy, and advanced manufacturing. The firm will assist Stardust Power with federal public-policy priorities, agency engagement, and incentive pathways tied to domestic lithium production.

Focus on critical minerals and federal incentives

Stardust Power said 38 North will provide guidance across federal agencies relevant to domestic lithium manufacturing, including support for funding opportunities and strategic partnerships as the Muskogee project enters its next development phase.

Critical minerals such as lithium have become a central focus of U.S. industrial, energy, and national security policy, driven by growing demand for battery storage, electric vehicles, and grid-scale energy systems. Firms like 38 North specialize in navigating the federal legislative and regulatory landscape to help companies access incentives and align projects with national priorities.

Muskogee refinery moving toward construction

The Muskogee facility is designed to become a central pillar of America’s lithium supply chain, producing battery-grade lithium for domestic use.

State and local support already in place

Stardust Power has previously secured strong support at the state and local level in Oklahoma. The Oklahoma Department of Commerce has issued an illustrative incentive analysis indicating up to $257 million in potential support tied to the project.

In May 2024, the City and County of Muskogee approved a $27 million Tax Increment Financing (TIF) district to fund public infrastructure improvements associated with the lithium plant. The company continues discussions with federal agencies to align additional incentives with upcoming construction milestones.

National security and supply chain alignment
