
The growth of wind blade disposal operations in Oklahoma has the attention of the Oklahoma Corporation Commission which recently was given a report regarding the side business of the wind farm industry.
“These recylers are drawing a lot of attention,” explained Mark Argenbright, Director of the OCC’s Public Utilities Division in a recent public meeting with the three commissioners.
“Getting calls from legislators, from the public seeing them cut these blades up, lots of dust—DEQ, they’re inspecting those operations and making sure they have the right water permits.”
He explained that the Commission took on the responsibility of registering such facilities.
“Just one fulfilled the requirements for registration and we’ve had a couple of entities enter the recycling market—we’re working with them to meet requirements and get them squared away.”

Argenbright explained to OK Energy Today there are three operations in the state and they are in various phases of registration with the OCC’s Public Utilities Division. The three include: A4S Woodward Recycling Facility owned by Advanced 4 Solutions Inc. dba Advanced 4 Solutions; North Coast Enterprise in Coyle, owned by North Coast Enterprise Partners, LLC; and Wind Power Solutions LLC, owned by Wind Power Solutions LLC in Hinton.
“The Commission’s enforcement authority is limited to the requirement to provide the specified information,” added Argenbright.
“The Commission has no regulatory oversight or enforcement authority over the operations of the registered recyclers.”
