Oklahoma regulators to meet Wednesday to vote on PSO acquisition of power plant

Oklahoma Corporation Commissioners plan to meet Wednesday to make a possible decision on the preapproval request of Public Service Company of Oklahoma for its acquisition of the Green Country Power Plant in Jenks.

Commissioners have indicated their support for the request and at a meeting last week, Commissioner Kim David stated that PSO appears to have met all of the requirements for the acquisition.

If the three commissioners do adopt an approval of the $230 million acquisition, it will be in opposition to the recommendation of one of their administrative law judges who concluded PSO did not meet the requirements of competitive bidding. Consumer groups also opposed the preapproval and supported the judge’s recommendation.

Commissioners had mentioned that the attraction of possible major manufacturing projects in the state meant an increased demand for electricity production. The $4 billion aluminum smeltering plant proposed at the Port of Inola was never mentioned specifically by the regulators, but electricity production was an integral part of the negotiations between the state and the operator.

The Wednesday afternoon meeting is expected to be yet another session where the commissioners take advantage of remote access. The agenda indicated Commissioners Brian Bingman and Todd Hiett will participate from the Oklahoma City offices while commission Chair Kim David will be at the Tulsa offices of the agency.
