Need for water in western Kansas leads to court fight

A move by the city of Hays in western Kansas to buy a ranch in a nearby county so it could pipe water to its residents has gone to court.

Hays and another city, Russell, filed suit last week against Edwards County officials for creating zoning regulations that would prevent the flow of water to the two cities. Russell and Hays bought the R9 Ranch in Edwards County and planned to pipe water from the ranch to their residents.

Edwards Count is located south of Hays in south central Kansas.
