Multi-County grand jury indictments have been returned against four people, including two county commissioners on charges of embezzling $2 million from the Circuit Engineering District 7 in western Oklahoma.
Non-Doc reported the indictments are against Kiowa County Commissioner Tim Binghorn who is president of the district, Tilliman County Commissioner Joe John Dickey who is a district board member, former district executive director Monte Goucher and Jerry Lynn Dean, a consultant to the CED 7.
