A second member of the Public Utility Commission of Texas resigned this week, becoming the second member to do so and leaving only a single member n the wake of the February blackouts caused by the historic winter storm.
Commissioner Shelly Botkin submitted her resignation on Monday, days after former Chair Deann Walker quit when Texas legislators criticized her handling of the disaster.
