Why 11 states do not have wind powered electrical farms

Why do Oklahoma, Texas and states in the middle of the country have the most wind farms in the U.S.? Why do 11 states in the Southeast have none?

Questions that one news group decided to explore.  The easiest answer is we live where the wind blows.  And blows strong.
